LDV bids to replace poppy with cardamom, kiwi

Raju Mimi

ROING, Nov 18: Confronted with high mortality rate due to poor dietary habits, unwarranted drinking and addiction to opium, Hunli-Desali subdivision in Lower Dibang Valley is lagging in human development sector.

Though blessed with generous development funds, life in this difficult terrain presents numerous challenges. Here costs of essential items are highly priced. Health services have limited reach because of poor road connectivity.

For years, people have whined about such hurdles. The new leadership under Mama Miso, a young Zilla Parishad Member (ZPM) of Hunli-Desali, however, now wants to steer ahead of such hurdles wanting to create opportunities for his people.

With such aspiration in mind, a 3-day panchayat tour programme of the hills region of Lower Dibang Valley was launched on November 13 last. Approved by Roing Deputy Commissioner Shiv Kumar,  it is the first ever tour programme of panchayat leaders in the district where all department heads has been mobilized.

Hunli-Desali offers great deal of opportunities for local farmers. With climatic conditions and topography ideally suited for growth of cash crops like cardamom and kiwi, the panchayat leaders are now eager to explore more. “Every house in this hilly belt has cardamom plantation. What they need now is support from government,” says Miso. “This tour programme has been essentially designed to understand such needs of our people.”

During their visit to remote villages, the panchayat leaders have been encouraging cultivation of cash crops to eradicate growing of opium. In a visit to Eyanli vilalge, Miso has been explaining to people of how farmers in Anjaw district had earned revenue of Rs 7-8 crores in the previous year by exporting cardamom.

“The tribal apex body of Mishmi community, the Cultural and Literary Society of Mishmi (CALSOM) has launched effective campaign in promoting growth of cash crops instead of opium,” he tells the villagers.

But what had lacked in such endeavor is the flaccid role of government departments. “Because of difficult living conditions and hostile environment, government officials are shying away,” says Miso. “So practically there are no government offices that are functioning here.”

To correct such practices, the young leader now wants to create conducive atmosphere for government officials to make them feel part of this region. On the starting day of the tour programme at Hunli he had appealed the public to have warm and cordial relation with government officials.

Head of government departments accompanying the panchayat leaders also interacted with the locals. On improving medical services, Dr D Rattan, Medical Officer, Hunli encouraged local women to enroll themselves for ANM courses. This will enable them for job opportunities as well give them a chance to serve their people.

Speaking about different schemes available at Block Development Office, Angete Linggi, BDO informed that the department has no shortage of funds. But what was required was proper implementation of schemes as well furnishing of proper completion report.

On development of agriculture sector, K Kamduk, Agriculture Development Officer (ADO), Desali admitted there was lack of information being made available to locals. He encouraged the people to avail subsidized loans offered from the department and assured to offer all help.

Scarcity of drinking water was also one issue that surfaced during the visit. In Desali people faced drinking water shortages in winter due to drying up of sources. The panchayat leaders therefore felt the need for a comprehensive plan to address such crisis.

The tour programme was accompanied by Toyom Pertin, Assistant Engineer (AE), PWD, Hibu Ama, Junior Engineer (JE), M Deori, JE, Longe Miso, ex ASM, Hunli, Jona Miso, Anchal Samity Member (ASM), Jowete Miso, ASM, Roto Mega, ASM, Jambupani and officials from ICDS, Hunli.

Arunachal’s land encroached immediatelyafter visit of Local Boundary Commission

ITANAGAR, Nov 18: Land encroachment in Taraso area after the visit of the local commission team headed by justice (retd) Tarun Chatterjee there on November 12 last intensified, and about 400 people from Assam were identified as encroachers to the dismay of a team of representatives of the ANSU, APPDSU, AKKDSU and Jote Youth Association led by AAPSU president Kamta Lapung, who said he “resisted the visiting team today.”

This is clear violation of the Supreme Court directive to maintain status quo. Therefore, the encroachment by the people of Assam should be brought to the attention of the local commission appointed by the apex court to study the contentious issue and submit a report, Lapung suggested to the GoAP in a statement.

Demanding immediate eviction of the encroachers on behalf of the organisations, he called upon the GoAP for immediate deployment of adequate police personnel for the security of life and properties of the locals; establishment of an IRBn battalion HQ there; streamlining of directorate of border affairs; issuing a directive to all district administrations to strictly monitor such activities along all interstate boundary areas to prevent encroachment; and grant of gun licenses to responsible citizens of the boundary areas as repeated illegal activities by people from across the boundary have created a fear psychosis among them.

AAPSU wants proper monitoringof activities of refugees

ITANAGAR, Nov 18: The All Arunachal Pradesh Students’ Union (AAPSU) today said that "improper monitoring" of the activities of refugees, particularly Tibetans residing in Tawang and West Kameng districts, "pose a great threat to the tribal people of the state and the country".

A team of the apex students’ body of the state conducted a five-day tour of the two districts recently to assess the status of Tibetan and Nepali refugee populations there, an AAPSU statement said.

"Some of the refugees are trying to obtain ST certificates through underhand processes," AAPSU vice president and chairman of refugee affairs wing Likha Takar said in the statement.

The team visited Shyo village in Tawang, which is a temporary place given to Tibetans refugees.

"The village has become a safe haven for the Tibetans. Many of them have obtained fake ST and permanent residential certificates," AAPSU information and publicity secretary Lota Singhi claimed. He suggested the refugees with fake ST/PRCs to surrender and seek apology from the people of state.

“The political leaders of both the districts, particularly of Tawang should come out openly against the "wrongdoings of refugees instead of looking for vote banks. The refugees residing at Shyo village are even trying to contest in elections of district students union which is highly condemnable,” the AAPSU release said.

The team also visited Bumla near the Line of Control between India and China and found acute shortage of infrastructure in terms of roads and buildings on the Indian side compared to the Chinese side.

It demanded that the state government pressurize the Centre to start constructing border roads in the state, particularly in the West Kameng and Tawang sectors, saying the condition of the road to Bumla is such that one cannot even drive a light vehicle on it.

The team also included Tame Tahi, AAPSU chief auditor and vice chairman of refugee affairs and AKKDSU general secretary Phassang Raish.

APCC hits back at PPA

ITANAGAR, Nov 18: Hitting back at People’s Party of Arunachal (PPA) for its comment that ‘Vikas Rally’ was nothing but an eyewash and waste of public money, Arunachal Pradesh Congress Committee (APCC) stated that Govt. will welcome positive and constructive criticism but can’t accept such ‘meaningless’ ones.

“Any constructive criticism of the government is most welcome but we can’t accept such meaningless one,” APCC general secretary TC Tok said in a release.

“Are not the laying of foundation stones of a Nursing College and Rs 78 crore gas-based project new projects?, he questioned.  The regional party yesterday claimed that no any new project/scheme has been announced by the Union ministers during the Vikas Rally and they just spoke about already sanctioned projects.

“Can the PPA deny the difference in the life of by few hundreds youths and their families brought in after they got employed in various parts of the country following skill development training sponsored by the state government?” The Vikas Rally not only reflected a departure in the implementation process to benefit all sections of the society but also accountability of the present government led by Chief Minister Nabam Tuki. This is the beginning as many other sectors, particularly agri-horti & allied, tourism and sports would spring many surprises yielding massive benefit to the state while enriching the state exchequer. No investment could give immediate return is a common sense. Therefore, it is advisable for the regional party to wait and watch as to how the Congress government would facilitate the state to its desired level of development.”

The fire that devours everything

Denhang Bosai

The dry winter months are here again. The greatest threat that poses to Arunachal Pradesh is not China or any other external aggressions but the most common and the most useful thing, the ‘Fire. ’ Yes, fire accidents are dangerously too frequent in our state, especially in the dry winter months. We have been witnesses to horrific fire accidents in different parts of Arunachal. My birthplace Kaimai village in Tirap district has been devastated by major fire accidents several times during my life time. There are still many other horrific tales of fire accidents that devoured my village before I was born. Fortunately, for my villagers, there has been no heavy human casualty in any of these accidents. The reason being our houses are made of bamboo, mostly, and it’s always easy to escape. However, it’s the bamboo and the toko leaves that help spread fire fast in most of the Arunachali villages as these are highly inflammable. The unplanned way of house construction and clustered thatched houses only compound the problems. Fire tenders are hardly heard of in the villages. Even if they are pressed into service, they will not reach the affected villages on time given the difficult terrains and the not so vehicle-friendly condition of the village roads. The greatest loss that the tribals had faced during such tragedies of fire accidents are the age-old original traditional costumes that vanish for ever. In my village Kaimai, which was considered to be the centre of these invaluable traditional attires, hundreds of priceless ethnic items have been gutted. After the original items had been lost, the people now have to be content with the duplicate and cheap costumes. The fire has been the villain all these years. This is the sad tale of many villages in Arunachal and not an isolated story of my village. But it’s the villagers who should be blamed for the fire mishaps and not the fire, after all the fire does not know anything. It’s duty is to burn and devour all things that come its way. The people will have to be cautious and be well-versed with all the fire safety measures. But unfortunately our people realize only after the fire accident had actually taken place and not before it.

These dreaded fire accidents can be arrested if the people are little cautious and alert. Most of the fire accidents are man- made. In most cases, it’s the children or the old people who start the fire. It has also been observed that fire accidents are common in villages that don’t follow strict code of conduct in the village. It is necessary that the people are extra cautious as most of the houses in Arunachal are made of toko leaves and bamboos. Every time we go through the morning newspapers, we come across the tragic news of fire accidents in Arunachasl Pradesh, especially in winter months. After everything has been gutted the victims apply for compensation which is very meager these days. So, the people should take precaution. If they are cautious and alert, many fire accidents can be averted. In the past the Noctes of Tirap district had a system called ‘Thingbaam’ wherein young boys would be stationed in the Paangs[dormitories] in the village during the day when all the villagers would be busy in their jhum field. The primary objective of these boys was to check fire in every house. If they detected fire in any house, it would be doused and informed to the villager concerned as a warning. It is about time the people of Arunachal realize that it’s fire accidents that pose the greatest threat to the people than any other thing. Accordingly they should be aware of the fire safety measures and take precaution to avert tragedies that fire accidents bring. Act before it’s too late

In a shocking incident few days ago at Naharlagun town, some hawkers tried to molest and kidnap a housemaid and minor girl while pretending to be selling household items. Due to the timely intervention of Naharlagun police the two girls were saved. This incident is a warning sign of impending danger. The capital district administration should check large scale migration of illegal immigrants into the state. In the past numerous incidents of migrant workers indulging in criminal activities has been reported from capital complex.

Need of the hour is to ensure strict implementation of ILP in various check gates. The police posted at Banderdewa, Hollongi and Gumto check gates should be issued order to ensure proper checking of ILP. Such move will deter the illegal migrant from entering state. Meanwhile reacting to Naharlagun incident, the members of All Papum Pare District Students Union (APPDSU) has called upon the state govt to impose a blanket ban on entry of any type of hawkers in the state including twin capital complex. This demand need serious thought by the concern authorities.

Likabali-Aalo road in terrible condition

Dear Editor,

Through your esteemed daily I would like to invite the kind attention of all the MLAs hailing from West Siang District on the matter as described below.

During my recent very uncomfortable journey I was so upset to see such a horrible and pathetic road. This route is not other than Likaball to Aalo Road, whose condition is worst. It is beyond understanding how this stretch of road became so hopeless to such an extent that travelers have to face a journey of night-mare in spite of having largest number of representative in the State Assembly where issues of public grievances are being placed in public interest and welfare.

The innocent people have lots of expectation from their MLA hoping that new development will usher in. But the very deplorable condition of said road vanished their hope to hopeless as none of the MLAs has raised the issue in the Assembly till date which ultimately invite criticism of these MLAs of West Siang. Then what is the meaning of their (MLAs) BIG - BIG Speech and assurance in the public places? Are they really concern about the public interest and welfare? Why these MLAs are not taking interest for maintenance of this road which is a life line of West Siang District? Why they are so reckless and not bother about the inconvenient of people of the district? Whom they are waiting to renovate Likabali-Aalo road? Do they really have the quality of 'LEADERSHIP' with principle and vision for common cause? No doubt they may be busy for other important works but without maintaining this particular stretch of road any type of developmental activities cannot be imagined in the district. Sometime I feel sorry for the educated persons of the district as they have to ply on such a backward and low standard road, while they visit their home town. This is really too much, people of other districts will never belief that one of the popular district headquarter like Aalo have ugly and disgusted road which has become unfit for any vehicle to ply.

Dear MLAs you people have the honour and power to correct things if your heart really has sense of social work. Please have a look at the pathetic condition of said road and think how people will bear your negligence. Why not this road be well maintained for betterment of your own native place? People will certainly take an example of your Good and Bad in ‘LATER DAYS’...

Yours,

Give us break from this daily nuisance

Dear Editor,

Through your esteemed column, I would like to bring into light the recent scuffle over syllabus of B.Com & B.Sc courses. First of all, kudos to the students who have written such a long letter to the editor (almost half a page of the daily), their mastery over the language is really appreciable. I wonder if they have such grasp over language, why do they feel disturbed by the new syllabus, rather they should feel blessed that they can use their skill in writing the answers.

Everything deserves a change, but when the time comes people get scared of the impending changes. It is a baseless allegation that Compulsory Paper should contain only Grammar and Essays. As it is a known fact that we all went through Grammar and Essays since our primary schooling days, a standard piece of literature such as Shakespeare gives us a breathing space. BUGS while designing the Syllabus might have thought that Shakespeare’s “As you Like it” would relieve the students and provide pleasure along with their regular studies.

This trivial issue is being blown out of proportions with the allegations and counter allegations. The Lecturers of the affected students and authorities at RGU should chalk out a solution “together” for the matter and not turn it into some newspaper fight. Make us free of your daily nuisance, which takes up the important space for the people to share their grievances.

Yours

Yiri Kamcham

Progress & development are two different concepts

Dear Editor,

A person who commits himself to anything worthwhile will always experience the wrath and hostility of those who stand for nothing.

The illusionary image of a developed Arunachal based merely on statistical indices as depicted by Oyesu Tam (‘Regional party is not the solution’, Arunachal Times, 13 November 2013) as a matter of fact is that of a dependent economy. Moreover, making a state and its people dependent on the government is far removed from the ideal of social progress. Progress and Development are two different concepts. Merely quoting statistical figures is like adopting an ostrich like approach- ‘bury your head and imagine that there is no danger ahead’. We all will have to pay a heavy price for acting like blind men with lanterns in our hands.

This miscalculation leads me to believe that the Planning Commission needs to be re-done in the footsteps of Bhutan. The Bhutanese government measures growth not as a gross domestic product (GDP) but focuses on gross national happiness of the people. Their planning commission is called Happiness Commission. If fact all our policy planners should go for an internship there instead of delving into unproductive debates on policies, which are redundant and have lost their relevance. This scenario compels me to talk of an alternative party where fish will not be distributed freely but the people will be encouraged to grow fish-breeding farms and make themselves self reliant and economically confident, and thus ‘rise above impotence’.

Regarding the rot in the system, which Tam has pointed out, let us admit this fact- who forms the majority in any society? Is it the wise or the ignorant? It seems that the ignorant generally outnumber the wise. If you go by the sheer number, the ignorant shall always rule the wise. What a paradox! What is popular is not necessarily right and what is right need not always be popular. Now, it is for us to take a decision- ‘Stand with anybody that stands right; stand with him while he is right and part with him when he goes wrong.’

Yours,

Kaling Jerang

Shopkeepers deserves punishment

Dear Editor,

The recent incident of panic over salt has exposed the extent of malpractices prevailing in India. It has abundantly demonstrated the power of unscrupulous traders and rumour mongoers. Thanks to the credulous consumers who are easy preys to game-plans of the hoarders .This incident reminds us of a story ‘The Sky is Falling' which formed a chapter in primary schools decades ago. In the aforesaid story the panic stricken characters were serially running for safety from the falling sky without even attempting to know the truth. Shopkeepers found guilty should be awarded stringent punishment so as to deter them from duping the innocent people.

Yours,

Kirtu Riba,

Naharlagun
